Job Title: Case Manager Supervisor DHS Shelter

Location: Brooklyn, NY

Salary: $60,000 to $65,000

Program Overview:

This position is based at a New York City Department of Homeless Services (DHS)-funded shelter in Brooklyn, serving families with children experiencing homelessness. The program's core mission is to assist residents in securing safe, stable, and permanent housing as quickly as possible while addressing barriers to housing stability.

Position Summary:

The Case Manager Supervisor oversees and supports the daily activities of the case management team to ensure high-quality, client-centered service delivery. The supervisor's primary responsibility is to lead and guide the team in developing and executing individualized housing plans, with the ultimate goal of transitioning residents into permanent housing. This role requires ensuring DHS compliance, maintaining accurate documentation, and fostering strong relationships with housing providers, community resources, and government agencies.

Key Responsibilities:

Team Leadership & Supervision

  • Directly supervise, mentor, and evaluate a team of case managers, providing regular supervision, guidance, and performance feedback.

  • Ensure case managers develop and maintain effective, individualized service plans that prioritize permanent housing placement.

  • Monitor caseloads to ensure timely progress and compliance with DHS standards.

  • Facilitate weekly case conferences to review housing progress, identify barriers, and develop solutions.

Housing-Focused Case Management Oversight

  • Ensure all clients receive thorough assessments and individualized housing plans within DHS-mandated timeframes.

  • Oversee the housing search process, including referrals to housing programs, broker engagement, and coordination with landlords.

  • Guide the team in securing rental subsidies, supportive housing applications, and other housing resources.

  • Track housing outcomes and ensure data is accurately entered into CARES and other DHS-required systems.

Compliance & Reporting

  • Maintain program adherence to DHS and OTDA policies, procedures, and documentation standards.

  • Review and approve client files to ensure accuracy, completeness, and compliance.

  • Prepare and submit required reports to DHS and internal management regarding housing placements, retention rates, and caseload status.

Collaboration & Advocacy

  • Serve as the primary liaison between case management staff, shelter leadership, DHS representatives, and external housing partners.

  • Build and maintain strong relationships with housing providers, community-based organizations, and legal service providers.

  • Advocate for residents' housing needs with landlords, brokers, and government agencies.

Training & Professional Development

  • Provide ongoing training and professional development for case managers in housing resources, subsidy programs, and best practices for housing-focused case management.

  • Stay updated on NYC housing laws, subsidy programs, and DHS housing initiatives.

Qualifications:
  • Bachelor's degree in Social Work, Human Services, or related field required; Master's degree preferred.

  • Minimum 3 years of case management experience in homeless services, with at least 1 year in a supervisory role.

  • Strong knowledge of NYC housing resources, rental subsidies, supportive housing, and landlord engagement strategies.

  • Experience working in a DHS-funded shelter strongly preferred.

  • Familiarity with DHS CARES system and other housing-related databases a plus.

  • Excellent leadership, organizational, and communication skills.

  • Bilingual (English/Spanish or other language) preferred but not required.
